The support from EU institutions and member states, including Spain’s recent agreement to deepen cooperation on Montenegro’s accession process, reflects strong political backing. Members of the European Parliament recognize Montenegro’s leadership in the current enlargement round and highlight the country’s full alignment with EU foreign and security policies. However, challenges remain, particularly in countering cyber-attacks, disinformation, and foreign interference designed to derail Montenegro’s European path.

Montenegro’s Path to EU Membership

Montenegro has demonstrated significant progress in strengthening the rule of law and aligning legislation with the EU’s acquis. The European Commission’s 2025 enlargement package highlights Montenegro as the most advanced candidate in the current enlargement process. After years of stagnation, the country has now fully opened all negotiating chapters and is accelerating in closing them, aiming for membership by 2028.

The closure of Chapter 5 on public procurement in June 2025 marked an important achievement in the “fundamental rights” cluster, a key benchmark for the European Union. The Montenegrin government remains committed to closing all remaining chapters in the next year and a half, signaling its readiness to become a full EU member.

Strong International Support

EU officials and member states have praised Montenegro’s progress. Spain, for instance, has signed a cooperation agreement to provide technical support and share best practices to help Montenegro meet EU standards more efficiently. European Parliament members applaud Montenegro’s alignment with EU foreign policies, including sanctions on Russia, while also urging vigilance against cyber threats and disinformation campaigns.
